F4ilji 4e2105190b fix(tests): replace RefreshDatabase with DatabaseTransactions ...

- Prevents local DB data loss when running 'php artisan test'
- ViconApiConfigTest uses updateOrCreate to avoid unique constraint
- Delete + Cache::flush for 'not configured' test case
